A new round of elections has been held for the Tūhoronuku Independent Mandated Authority (Tūhoronuku IMA) representatives.

Hapū Kaikōrero voting closed noon Monday, 9 June
Kaumātua & Kuia voting closed noon Thursday, 5 June
Ngāpuhi Ā Rohe (urban) voting closed noon Thursday, 5 June

All Ngāpuhi, 18 and over, could participate in the elections whether registered with Te Rūnanga ā Iwi O Ngāpuhi or not, living in Aotearoa or elsewhere.

Tūhoronuku IMA Election Process

This is an overview of the process that elects or appoints representatives to Te Rōpū o Tūhoronuku Independent Mandated Authority (Tūhoronuku IMA).

There are four categories of representation on the Tūhoronuku IMA;

  • Regional Hapū Representatives (15) – elected by regional Mandated Hapū Kaikōrero
  • Rohe (Urban) Representatives (4) – elected by resident urban Ngāpuhi
  • Kaumātua Kuia Representatives (2) – elected by Ngāpuhi 55 years and over
  • Te Rūnanga-Ā-Iwi-O-Ngāpuhi Representative (1) – appointed by Te Rūnanga-Ā-Iwi-O-Ngāpuhi Board of Trustees.

Hapū Representation - Stage 1

Appointment of Te Whare Tapu O Ngāpuhi Regional Mandated Hapū Kaikōrero

For the purposes of hapū representation in settlement negotiations, Te Whare Tapu O Ngāpuhi will be represented by five regions:

Hokianga, Kaikohe-Waimate-Taiāmai, Whangaroa, Te Pewhairangi and Whangarei ki Mangakahia.

Ngāpuhi hapū have been allocated to one of the five regions, for administrative purposes.

Each Ngāpuhi hapū listed may elect to mandate a Hapū Kaikōrero.

Once Ngāpuhi Hapū members have mandated their Hapū Kaikōrero, these people then fulfil the Hapū Kaikōrero role (role description here) and as part of that role, they will elect up to three Hapū Representatives for their region, to sit on the Tūhoronuku IMA.

Stage 1 Election eligibility criteria

Nominator:

  • Confirm that the nominees whakapapa is to the hapū calling for nominations.
  • Be Ngāpuhi 18 years or over and whakapapa to the hapū calling for nominations.
  • Complete and return the nomination form in the prescribed timeframe.

Nominee:

  • Meet the general nominee criteria.
  • Be Ngāpuhi 18 or over and whakapapa to the hapū calling for nominations.
  • Be present at the election hui (if any).

Voter:

  • Be Ngāpuhi 18 or over and whakapapa to the hapū calling for nominations.
  • Must be registered with Te Rūnanga-Ā-Iwi-O-Ngāpuhi or complete a register to vote form which must be validated by the Independent Returning Officer.

Voting information:

If only one nomination is received, the nominee will be appointed to the Tūhoronuku IMA.

Can vote one of three ways:

  • paper ballot at a Hui Ā Hapū
  • online
  • postal.

Voting and/or nomination forms can be requested via the Independent Returning Officer.

Persons who whakapapa to more than one hapū may vote in each of the relevant hapū elections.

Hapū Representation - Stage 2

Te Whare Tapū o Ngāpuhi Hapū Representatives appointed to the Tūhoronuku IMA

Hapū representation forms the largest part of the Tūhoronuku IMA, consisting of 15 members of the total 22 membership. These Hapū Representatives will be elected by the Mandated Hapū Kaikōrero for their region (see Regional Hapū Map here).

Stage 2 Election eligibility criteria

Nominator:

  • Be a Mandated Hapū Kaikōrero appointed in the Stage 1 process.
  • Be present at the hui

Nominee:

  • Be a Mandated Hapū Kaikōrero appointed in the Stage 1 process.
  • Be present at the hui.
  • Must meet the general nominee criteria.

Voter:

  • Be a Mandated Hapū Kaikōrero appointed in the Stage 1 process.
  • Be present at the hui.

Kaumātua Kuia Representation on Tūhoronuku IMA

KAUMĀTUA KUIA REPRESENTATION: Two (2) Representatives

Ngāpuhi Kaumātua Kuia are represented on the Tūhoronuku IMA to provide guidance on Ngāpuhi tikanga.

One (1) Kaumātua and one (1) Kuia from Ngāpuhi Nui Tonu will be elected onto the Tūhoronuku IMA.

Election eligibility criteria

Nominator:

  • Complete and return the nomination form in the prescribed timeframe.
  • Be Ngāpuhi 55 years or over.

Nominee:

Voter:

  • Be Ngāpuhi 55 years or over.
  • Must be registered with Te Rūnanga-Ā-Iwi-O-Ngāpuhi or complete a register to vote form, which must be validated by the Independent Returning Officer.

Voting information:

If only one nomination is received, the nominee will be appointed to the Tūhoronuku IMA..

Can vote one of three ways:

  • paper ballot at a Hui of Ngāpuhi Kaumātua Kuia
  • online
  • postal.

Voting and/or nomination forms can be requested via the Independent Returning Officer.

Voting in a Kaumātua Kuia election process does not prevent you from participating in Mandated Hapū Kaikōrero or Rohe election processes, if you meet eligibility criteria.

Ngāpuhi-Ā-Rohe - Urban Representation on Tūhoronuku IMA

NGĀPUHI Ā ROHE (URBAN) REPRESENTATION: Four (4) Representatives

Membership of the Tūhoronuku IMA will include Representatives from Tāmaki Makaurau (Auckland), Pōneke (Wellington) and Te Waipounamu (South Island) geographic areas.

All four (4) Ngāpuhi Ā Rohe (Urban) Representatives must live and continue to live within the urban region they are representing.

Election eligibility criteria

Nominator:

  • Be Ngāpuhi 18 or over living in the urban region calling for nominations
  • Must confirm the Nominee lives in the region calling for nominations
  • Must complete and return the nomination form in the prescribed timeframe.

Nominee:

  • Be Ngāpuhi 18 or over who live (and continue to live) within the urban region calling for nominations.
  • Be present at the election hui (if any).
  • Must meet the general nominee criteria.

Voter:

  • Be Ngāpuhi 18 or over living in the urban region calling for nominations.
  • Must be registered with Te Rūnanga-Ā-Iwi-O-Ngāpuhi or complete a register to vote form which must be validated by Independent Returning Officer.

Voting information:

Can vote one of three ways:

  • attend a Hui Ā Rohe
  • online
  • postal

Voting papers can be requested and received via the Independent Returning Officer.

Voting in a Ngāpuhi Ā Rohe (Urban) Representative election process does not prevent you from participating in Mandated Hapū Kaikōrero or the Kaumātua Kuia election processes if you meet eligibility criteria.

TE RŪNANGA-Ā-IWI-O-NGĀPUHI REPRESENTATION: One (1) Representative

Te Rūnanga-Ā-Iwi-O-Ngāpuhi Board of Trustees will appoint one representative to the Tūhoronuku IMA

Election eligibility criteria

Nominator:

  • Be a current Board member of Te Rūnanga-Ā-Iwi-O-Ngāpuhi.

  • Must be a current Board member of Te Rūnanga-Ā-Iwi-O-Ngāpuhi.
