It's expected to be the country's largest Treaty settlement, but seven years in and Ngāpuhi can't even reach an agreement amongst themselves.

Ngāpuhi was the first iwi to sign the Treaty of Waitangi, but is now one of the last to settle its grievances with the Crown.
